This section defines the Skill Setup screen of SmartHCM.

Introduction
User is allowed to select proficiency of skill, the setup allows to insert different levels of skill for example. (Beginner, Intermediate, Expert. etc...)
All the skill levels would be available on screens corresponding to Skills Setups. (e.g. Employee Information, Applicant Information etc...)
- Level ID: An automated system generated ID.
- Description: Skill proficiency name or description.
- Active: Check the tick box to make it visible on corresponding screens.
